H.E. Jean de Dieu Uwihanganye is the current High Commissioner of the Republic of Rwanda to Australia and Singapore. An engineer by profession, the High Commissioner obtained his Masters in Construction Project Management from Manchester University, School of Mechanical, Aerospace and Civil Engineering
Prior to this appointment, the High Commissioner was the Minister of State in charge of Transport at the Ministry of Infrastructure of the Republic of Rwanda. While Minister, he oversaw the implementation of Rwanda’s land, air and water transport policies and decisions.
H.E. Jean de Dieu Uwihanganye is a construction business leader with experience in both operational, research, academic, managerial, and leadership roles in construction project business in developing countries. Before he was appointed Minister of State, the High Commissioner managed and led various construction projects and has held successive positions at a leading construction company in Rwanda, NPD Ltd. Positions held include Director of Business Development and Planning (2016), Director of Construction and Engineering Services (2016), Project Manager (2014-2015) and Project Director for joint Venture Projects (since 2014). He was also a part-time lecturer of an MBA for Project Management Courses at various universities in Rwanda and is a Certified Project Manager of the Association of Project Management (APM).
The High Commissioner is married and has 2 young children.
